If you sit down at a multi-deck blackjack table, you will observe a specific ritual after every shuffle: the dealer hands a colored plastic card—the Cut Card—to a player, asking them to insert it into the deck before the cards are placed into the plastic dealing shoe.
To casual players, inserting the cut card feels like a harmless ceremonial gesture to ensure a random shuffle.
To a professional card counter, however, where that cut card lands is the single most important variable at the table.
Here is the mathematical and operational explanation of what a cut card does and why Penetration dictates whether a blackjack game is beatable.
In blackjack, Penetration (or "pen") refers to the percentage of total cards in the shoe that are actually dealt before the dealer stops play and reshuffles.

If a dealer in a 6-deck shoe (312 cards) deals 5 full decks (260 cards) before reaching the cut card, the shoe has 83% penetration (or "1 deck cut off"). If the dealer cuts off 2 full decks, penetration drops to 67% (only 4 decks dealt).
High-advantage true counts do not occur evenly throughout a shoe. As legendary advantage player Stanford Wong established in Professional Blackjack, high-advantage spots ($\text{True Count} \ge +4$) occur almost exclusively deep in the shoe pack.

Why does this happen?
Moving the cut card from 2 decks cut off to 1 deck cut off roughly doubles the frequency of $+4$ counts and triples the frequency of $+6$ counts, effectively doubling a counter's hourly win rate ($\text{EV}$).
Because casino executives understand shoe dynamics, shallow penetration remains the cheapest, most effective countermeasure against card counting.

Without placing a single player on a watch list or installing expensive software, a pit boss can simply instruct dealers to "cut off two decks." By cutting the shoe shallow, the casino ensures that high counts are buried behind the red card and returned to the shuffle machine before they can ever be bet on.
The cut card is the boundary line of advantage play. A counter can execute basic strategy flawlessly and track running counts perfectly, but if the casino sets the cut card too shallow (below 70–75% penetration), the mathematical edge vanishes. In blackjack, game selection begins not with the minimum bet, but with the depth of the red card.
